Korean Cosmetics: An Industry That Has Masked Weak Ingredients with Rapid Product Development

When you watch the cosmetics industry long enough, you start to sense who’s really making the money before the numbers even tell you. What sparkles on the retail shelf is the brand, but what really shapes the game behind the scenes is formulation, stabilization, and speed to launch. The real core of Korea’s cosmetics industry is not the illusion of branding but ODM development capability.

Sound like an overstatement? Then look at 2020–2024, when Amorepacific and COSRX stood side by side at the top of the domestic market. That tells you a traditional heavyweight and an emerging brand were winning at the same time. The face of the brand may change, but the ability to quickly develop products that sell and manufacture them repeatedly with stable quality does not change easily. It’s a good industry. But its weak links are also quite clear.

In the end, the money comes from development speed, not pretty packaging

There’s no question they’re good at some things—but the weak spots are just as obvious

There’s always one point that gets muddled when people talk about localization. Korea is not good at everything. In certain processes and development capabilities, it ranks among the world’s best, but in basic materials and some core technologies, the gap is still wide. This industry has a pretty stark split between strengths and weaknesses.

Korea’s strengths are clearly in exosomes and regenerative materials, high-performance emulsions and formulations, transdermal delivery technology, stabilization and preservation technology, and comprehensive ODM development capabilities. APR, ExoCoBio, and Prostemics span exosomes and regenerative materials, while Amorepacific, LG H&H, and Cosmax have an unmistakable presence in formulation. Amorepacific, Cosmax, and Raphas are names that come up in absorption enhancement, while Kolmar Korea, Cosmecca Korea, and Daebong LS are strong in stabilization and preservation. What the industry truly values is not a flashy one-shot breakthrough, but stabilization that keeps sensitive ingredients viable all the way to the end. That’s much harder than it sounds.

On the flip side, weak technologies need to be viewed more coldly. Functional peptides, microbiome materials, eco-friendly and bio-based ingredients, UV protection technology, and virtual makeup/AR all fall into Gap 2. These are not just minor areas to patch up. If Korea wants to keep expanding the categories it already sells well, it ultimately cannot avoid its weaknesses in ingredient internalization and UV protection. UV protection technology in particular affects both skincare and makeup, so being weak here hurts more than people think. For now, Korea is making up for it with formulation and speed to launch—but for how long?

The Face of No. 1 Has Changed, but the Global No. 1 Hasn’t

The shift in market leaders becomes even clearer when you look at each era. Globally, the No. 1 player has been L'Oréal throughout 1990s~2008, 2009~2016, 2017~2019, 2020~2024, and 2025~present. That’s not a coincidence. Cosmetics may look like a trend-driven industry, but in reality, the companies that win are the ones that have spent years compounding technology, brand equity, and distribution.

In Korea, the pattern is a bit different. The domestic leader was Amorepacific in 1990s~2008 and 2009~2016, LG H&H in 2017~2019, and Amorepacific and COSRX together in 2020~2024 and 2025~present. What this shift tells us is that Korea’s market leadership has moved from absolute dominance to a multi-winner structure.

Put positively, the ecosystem has become much deeper. Put less kindly, it also means brand-side barriers to entry are lower than they used to be. The emergence of a case like COSRX shows that Korea is no longer a stage reserved only for big corporate brands. And yet the global No. 1 is still L'Oréal. That gap is the key point. Korea can create hit products quickly, but it still hasn’t fully built the kind of structure that can dominate technology, brand, and platform all at once over the long haul on a global scale.

Going forward, weak spots in poorly made products may stand out more than well-made products themselves

The key things to watch from here are clear: whether the comprehensive ODM development capabilities represented by Cosmax, Kolmar Korea, and Cosmecca Korea continue to serve as the industry’s engine, and how much brand players like Amorepacific, LG H&H, and COSRX can differentiate themselves on top of that. More important than short-term earnings momentum is the depth of capability in shoring up weaknesses in raw-material technologies and in sun protection and eco-friendly ingredients.

The risks are also clear. If functional peptides, microbiome materials, eco-friendly and bio-based ingredients, and virtual makeup/AR continue to lag, Korean cosmetics may remain a country that makes products well, but it will struggle to become a country that controls the underlying source technologies. That gap only widens over time. Frankly, the strengths of Korean cosmetics today are already quite solid. But if the weak links are ignored, it may remain not a great industry, but simply an industry that sells well.
